Your daughter is in the throes of adolescence, and 16 years old is not quite adult territory, but it is a benchmark in maturity and age. Congratulate her on making it through those confusing yet exciting times with a sweet 16 party.
At 16 your daughter's life likely revolves around being social, especially with Facebook and other social media - so let her celebrate the occasion with all her friends. The ideal spot to do this would be a rented hall like VFW or Elks Club. Hire a deejay so everyone can dance, and perhaps do some karaoke.
For decorations make a personalized banner that says something along the lines of "Happy Sweet 16!" Decorate the hall with streamers and balloons, and make the party centerpieces a bowl of disposable cameras - good ol' developed film will be a novelty to her generation, and they will have just as much fun taking the pictures as seeing them once they are developed.
For party favors, give out bags of candy or something useful like picture frames or personalized keychains that mark the event, after all, this is a time when the birthday girl and her friends are starting to get their hands on those keys.
